Interstate motor carriers are required to register and pay fees annually under the Unified Carrier Registration Agreement (UCRA) before operating in interstate commerce.
The UCR filing dates for 2022 registrations are October 1, 2021 through December 31, 2021. If you miss the deadline, the registration fee is still due, and you may be subjected to state penalties.

Who Does UCR Apply To?
The UCR Agreement applies to:
- Interstate for-hire property and passenger carriers
- Exempt for-hire carriers
- Private property carriers
- Interstate freight forwarders, brokers, and leasing companies
Carriers from Canada or Mexico operating in the U.S. are also subject to UCR registration.
If you are an intrastate carrier - you never cross state lines or engage in interstate commerce - then you are not subject to UCR.
